New Water Accounts:

· Water accounts must be opened in person, a State ID and a completed application is required, at the Noble Village Hall, 113 E. North Ave., Noble, IL  62868.   

· A $100 deposit is required by all non-property owners at the time the water account is opened and a $50.00 deposit is required by all non-property owners at the time the sewer account is opened.  The deposit will be applied to the final bill with any remaining amount refunded to the customer.

Closing Water Accounts:

· Water accounts must be closed in person, a State ID is required, at the Noble Village Hall, 113 E. North Ave., Noble, IL  62868. With proper verification, accounts can be closed over the phone.

· Once the Village has processed the request to close the account a final meter read will be taken and a final bill processed. The deposit will be applied to the final bill. Any amount still owed by the customer is required to be paid within 20 days. Any remaining deposit amount will be refunded to the customer.

· Property owners may also close accounts, even if the account is in a tenant's name, if the tenant has vacated the property or has failed to pay a bill and the account has obtained delinquent status.

· Lastly, if the final balance is not paid, a lien can be filed on the property in the amount of the balance plus additional fees.

 Late Payment & Penalties:

· Water Bill
If a water customer fails to pay their water bill by the 10th of the month, a 10% penalty will be added to the bill and a notice will be sent by the Village of Noble to the customer.

· Notice
If the water bill and penalty are not paid by the due date printed on the notice the water service will be shut off and the customer will be charged a $50 reconnection fee. The water service will not be turned back on until the customer has paid their delinquent balance and reconnection fee in full.

· NSF Check
Any person who pays for water service with a check which is not honored because of insufficient funds will be charged a $30 service fee. If the water user submits two checks, in a twelve-month period, which are returned for insufficient funds, the water user will be required to pay cash for the next twelve calendar months.

“You have applied to the Village of Noble to open up an utilities account.  As part of that application, you have been required to provide your social security number pursuant to certain exceptions contained in the Illinois Identity Protection Act.  The purpose of having that information is so that the Village may run a credit check on you if so desired and to facilitate collection of past due utility bills from you in the event that you do no pay your account when due.  Another purpose is that the number may be used by the Village for internal verification or administrative purposes for keeping track of your usage and billings.  Another purpose may be that your social security card may be used as one of the two forms of identification that must be presented to the Village in order to open up a new utility account.  The disclosure of your social security number is mandatory; failure to disclose that number will result in your application to open an utilities account being denied.  Your social security number will be held in strictest confidence, subject to disclosure only as allowed by law, and will be accessed and handled by only those personnel trained in handling that information per the requirements of the Illinois Identity Protection Act.”
